New forum facilities

I have added some new forum facilities, and they all seem to be working as expected. these are:

1.Thank you button(click it if you like someone's post)

2. +,- reputation button(click on + if you like someone's post. that will increase the person's reputation. opposite goes for the - button)

3. An announcement bar, which is used to give important notices.

4. The urgent notices is now open for all members.(forgot to change the member permissions earlier.. my bad )
