At IITDU forum, only positive vote button becomes visible. The negative one is thrown away.

There are some advantages obviously. Because the negative vote button was abused, we had to make a rule like no voting for people with less than 5 reputation. We won't need that.

We can give negative feedbacks, and if the user improves himself, we can give positive vote, etc etc.

And besides, we rarely even use the negative vote button. The voting should be used to encourage people to contribute here even more, not discourage them at the slightest mistakes.
