Well, admins do have the power to stop the voting... But it is not individualistic, you can either turn off voting in the whole forum or turn it on in the whole forum.

I read your topics about the hard time you were going through, and I thought that you are not in your usual self :p Being this much.. erm... immature :p So I simply said go ahead and negative vote me :p I won't mind :p
