Instructions about Tutorials

1) From now on, tutorial section is accessible by all members. However,
only programmers, and above can create new topic in that section.

2)
The tutorials created by anyone related to Programming & Web
Developing will be at first posted in Web developer's chamber or
Programming and Brainstorming Chamber. If approved by the programmer(s),
it will be moved to the tutorial section.

3) members can still reply to topics to the tutorial zone to ask questions.

4)
Tutorials that needs improvement expects constructive feedback.
Everyone can write tutorial containing wrong information. In that case,
experienced users can help the tutorial writer to improve his work.
Unless improved, it won't be moved to the tutorial zone.
